Yes, Solventless CBD derived from hemp is legal. According to a 2004 ruling by the 9th Circuit Court of Appeals, the DEA cannot regulate naturally-occurring THC in industrial hemp, which contains less than 0.3% THC by dry weight. The legality of industrial hemp has been reaffirmed by the 2016 and 2018 U.S. Farm Bills. Hemp is defined as Cannabis sativa L. with a delta-9 THC concentration of no more than 0.3% on a dry weight basis.
